Both clubs are understood to be willing to take Zirkzee on loan with an option or obligation to sign him for €10 million.
Bayern are now set to make a decision on the future of the 19-year-old forward, who would reportedly be happy to join either club.
Zirkzee has been limited to just three Bundesliga appearances for Bayern this season.
