The 23-year-old is out of contract at the end of this season after refusing to extend his contract with the Billy Goats, and 2 sides that won their respective leagues are looking to add the Germany U21 international.
German magazine Kicker has reported that Scottish champions Rangers want to sign him and have made contact with the player and his representatives but may face competition from Turkish champions Besiktas, who are the other side looking to add the midfield ace to their squad.
Turkish publication Duhuliye reports the interest from Besiktas, who are looking to bring him in as midfield reinforcements following Dorukhan Toköz's decision to leave and Canadian midfielder Atiba Hutchinson getting older.
Özcan has just met up with the Germany U21 setup following his participation in Köln's relegation games vs Holstein Kiel, with the German side through to the semi-finals of the U21 European Championships after a penalty shootout victory over Denmark.
