Nicolai Rapp had given the visitors an early advantage, but second-half goals from Husseyn Chakroun and Marcel Hartel turned the contest around, before Dynamo's afternoon deteriorated further when Friedrich Müller was sent off.
Dresden made the brighter start and almost took the lead inside the opening ten minutes when Jonas Sterner delivered a low ball into the penalty area for Christoph Daferner, whose effort towards the near post was kept out by Leo Weinkauf.
However, the visitors would not have to wait much longer to break the deadlock. In the 11th minute, Alexander Rossipal delivered a corner from the right which was flicked on by Friedrich Müller, allowing Rapp to collect the loose ball at the far post before calmly finishing from close range to put Thomas Stamm's side ahead.
Hannover struggled to find a response despite enjoying the majority of possession, with efforts from Stefan Thordarson, Hayate Matsuda and Boris Tomiak failing to seriously trouble Lennart Grill. At the other end, Sterner forced another important save from Weinkauf in the 41st minute, while a late delivery from Husseyn Chakroun almost resulted in an unfortunate own goal from Müller.
The hosts headed into the interval trailing by a goal, having struggled to turn their possession into meaningful attacking opportunities, prompting Wagner to make two changes at half-time, introducing Franz Roggow and Waniss Taïbi for Thordarson and Kolja Oudenne.
The substitutions appeared to have an immediate impact as Hannover returned with considerably more attacking intent. Benjamin Källman and Hartel both threatened shortly after the restart, before the hosts finally found their equaliser in the 54th minute.
Chakroun was the man to restore parity, bringing Hannover back into the contest and giving the home supporters renewed belief. However, Dresden almost responded immediately when Rossipal struck the post just a minute later, missing a golden opportunity to restore the visitors' advantage.
Instead, the momentum remained with Hannover, who completed their turnaround in the 61st minute. Following an error from Dresden in possession, the hosts were awarded a penalty, with Hartel stepping up to confidently convert from the spot and put Wagner's side 2-1 ahead.
Dresden's hopes of finding a response suffered another major setback in the 65th minute when Müller received his second yellow card following a foul, leaving the visitors with ten men for the remainder of the contest.
Hannover looked to take advantage of their numerical superiority and thought they had extended their lead in the 76th minute when Källman found the net. However, following a VAR review, the goal was ruled out, ensuring the visitors remained within touching distance.
Despite the disallowed goal, Hannover managed the closing stages well to secure a valuable three points and end their winless run under Wagner.
The result represents a significant boost for Hannover, who move away from the foot of the table, while Dresden slip to the bottom following another disappointing away performance.
