Dortmund had a penalty shout turned down in the second half after Marco Reus went down in the box following a challenge from Lucas Hernandez
Later in the game, Bayern scored the winning goal from a penalty as Mats Hummels was adjudged to have handled the ball after a VAR check.
"I think it was a scandal when it comes to the refereeing," Haaland fumed in an interview with Viaplay after the game.
"It was a clear penalty," he added, referring to Hernandez's challenge on Reus.
The Norwegian international was particularly annoyed that Zwayer didn't consult his VAR monitor afterwards.
"I asked [the referee] why he didn't just go out to have a look [at the VAR monitor], and he said 'there's no need' like an arrogant... No, I have to calm down a bit. He was arrogant, and I will not say more."
