Mohr has put pen to paper on a contract until 2025 with the newly-promoted Bundesliga outfit.
"It is no secret that we have been aware of Tobias for a long time, have been following him for a long time and have fought for his signing. We are very pleased that we have now been able to successfully carry out the signing," stated Schalke sporting director Rouven Schröder.
"Tobi has a really strong left foot that allows him to create danger with shots and goals. As well as that, he brings tempo into his game to create space for the team."
Mohr scored eight goals and provided seven assists in 33 games in the 2. Bundesliga last season.
