The Germany U21 international has signed a 4-year contract expected to run through to 2025.
The initial fee is €8m but it can rise to €13m through add ons and Manchester City have added a buy-back clause as well as a 15% sell-on clause.
Nmecha was part of the Germany U21 squad that won the U21 European Championships in Slovakia and Hungary earlier this summer and will join his Wolfsburg teammates in their training camp in Austria.
The 22-year-old was with Wolfsburg on loan for 6 months in the 2019/20 season, but he failed to make an impact. Now, after 18 goals in 37 games for Belgian side RSC Anderlecht last season, Nmecha has impressed Wolfsburg enough to take him back permanently from City.
