Chelsea are said to be keen on making a move for Havertz, who will only be allowed to depart BayArena 'under certain conditions,' according to Völler.
"No decision has been made yet. I'd like to repeat myself by emphasizing that we're talking about a wonderful footballer," Völler told Kicker and continued:
"There is nothing new in this regard. We have a clear and mutual agreement with him and his representatives that he can only leave under certain conditions. Otherwise he will stay."
According to reports, it will take an offer of at least €100 million to prise Havertz away from BayArena.
The German international's contract with Leverkusen expires in 2022.
