Nagelsmann's side came out flying and drew first blood early on, but Turkey managed to turn the game around before half-time and led 2-1 at the break.
The home side quickly levelled in the second half, only for Turkey to secure victory from the penalty spot.
"The first goal we conceded was played very simply, where we defended a little too aggressively. That was a bit too easy for them," Nagelsmann told German television after the game.
"Some didn't reach the emotional level needed to win a game like this and didn't go to the limit. If we had killeed off the game in the first ten minutes, the result would have been different," he added.
He went on to praise Kai Havertz, who played in a new role at left-back.
"Kai Havertz played an outstanding game," Nagelsmann said.
