The FC Barcelona goalkeeper will start in place of captain Manuel Neuer, who will be rested.
"Marc-André ter Stegen will be in goal. The goalkeepers have been informed of this decision," confirmed Löw.
Meanwhile, Robin Gosens is in contention to start at left-back after recovering from an injury.
"Robin Gosens can take full part in training today, meaning we have a full squad to choose from. We'll have to see whether Robin is ready to feature after his injury break," added the Germany coach, who is yet to decide if he will make other changes to the team that faced Iceland and Romania last week.
"I will talk to the players who played in the last two games and check on their condition. Tomorrow morning at the latest, I will decide on the line-up."
Germany face North Macedonia at MSV-Arena in Duisburg on Wednesday at 20.45 CET.
