Both London clubs are currently scouting centre-backs and have targeted Ginter with the long-term futures of several of their defenders in question.
Arsenal have conceded 36 league goals - more than any other top six club - and have been hit by several injuries this season while the likes of Shkodran Mustafi has struggled for form.
Meanwhile, Tottenham already kept an eye on the German international before he joined Gladbach from Borussia Dortmund in 2017.
Spurs recently extended the contracts of Jan Vertonghen and Toby Alderweireld until 2020, but the latter can leave via an exit clause of just €28,5 in the summer, according to Sky Sports.
Ginter, 25, has made 17 appearances for Gladbach this season. His contract runs until 2021.
