Werner, who was linked with a move to Bayern München in particular, hadn't made up his mind when Löw advised him to continue his development under new RB Leipzig coach Julian Nagelsmann.
"[Löw] wanted to know what I was aiming for, but I wasn't sure at the time. He made me understand that Julian Nagelsmann is a good coach and that I can take another step in my development under him," Werner told Die Welt.
The 23-year-old felt the need to play under Nagelsmann for a little while before making a decision, though.
"I wanted to know how he would see me, what his plans are and whether his playing style would suit me. I was virtually certain to play under [former RB Leipzig coach] Ralf Rangnick as long as I performed well. It could be that Nagelsmann would see me differently, or maybe it wouldn't work at a personal level."
Ultimately, Nagelsmann managed to convinced Werner to stay put for now.
"He immediately signaled that he believed in me, that I have great potential and that he wanted to make me even better. He wanted me to stay," Werner said.
