DFL introduce new U-21 competition for Bundesliga and 2. Bundesliga sides starting in 2026-27

A new competition aimed at promoting youth development will feature at the start of the 2026-27 season in the top two divisions of German football.

As of today, Tuesday, 3 March, the DFL General Assembly has unanimously decided to introduce an additional U-21 competition for the clubs of the Bundesliga and 2.Bundesliga starting in the 2026-27 season.

Last year, in addition to its work with the Football Commission and the Performance Center Commission, the DFL established an expert group that temporarily unites representatives from the DFL, clubs, the DFB, and external specialists.

The aim is to identify key development priorities for German professional football and to develop corresponding recommendations for action. As a first concrete measure, an additional competition for under-21 players is now being introduced for the transition phase.

The general meeting thus follows a recommendation developed in the expert group and closely coordinated with the DFL commissions, which was also unanimously endorsed by the executive committee of the DFL eV.

The new competition is designed as a voluntary supplementary offering for all Bundesliga and 2. Bundesliga clubs in the transitional age groups and complements the existing league system without requiring the creation of reserve teams.

Participation does not require additional teams but is aimed at existing players in transitional age groups from U-17 to U-21. Up to four older players may also be fielded per team to specifically promote young talent and, for example, facilitate the return of injured players to competitive play after extended absences.

The format features two independent league-style series, with the top teams from each qualifying for a final tournament. Flexible roster selection and variable scheduling of matches within the respective timeframe offer clubs a high degree of flexibility.

Furthermore, matches can be played at neutral venues to minimize financial and logistical burdens. Games will be played behind closed doors to reduce organizational costs. The possibility of holding the final tournament in the summer of 2027 with spectators and media coverage is being explored.
