Modeste received plenty of criticism after failing to score in his first two games for Dortmund before finally getting on the scoresheet against Hertha last week, scoring the winner in his side's 1-0 win.
"He has been here for around three weeks now and has scored his first goal. It was clear to see how relieved he was. A bit of pressure has also come off the coach's shoulders," Kehl told Sky Germany.
"It's only the beginning! We will need 'Tony', just as we need Youssoufa Moukoko and the other attacking players to achieve our goals. I didn't think the criticism that was voiced about him after the first two weeks was proper," the Dortmund manager continued.
Assessing Nico Schlotterbeck's first few months at the club, Kehl said:
"He fits in very well here. He's a very open guy, who people here really appreciate and like. He was able to make his mark on the first games.
"He's a very good signing, and he will give us a lot of joy in the years to come."
Kehl also found praise for Salih Özcan, who played his first game for Dortmund last week.
"He played a great game against Berlin. He will prove to be very important for us, I'm convinced of that. He will give this team something it needs."
