Italian transfer guru Fabrizio Romano reports that Borussia Dortmund have opened up talks with Chelsea FC over the permanent transfer of left-back Ian Maatsen with a lowball offer. Romano claims that Dortmund have offered the Londoners approximately €25 million for the 22-year-old. The fact that it has been rumored that Maatsen's actual release clause totals €40.6 million means that the sides remain far apart.

Maatsen maintains an estimated market worth of €40 million in the latest transfermarkt update. It may very well be the case that the player himself does wish to remain in Germany. His starting place is firmly cemented with "die Schwarzgelben". Maatsen made 16 Bundesliga starts and seven Champions' League starts since joining Edin Terzic's BVB on loan in January. He scored three goals and chipped in two assists across all competitions.
